Justice is a compact village strung along the Archer Avenue corridor, carrying a far higher proportion of apartment and townhouse housing than its size suggests, with long boundaries against cemetery grounds and forest preserve. The housing pattern sets the work. A recorded address here routinely identifies a complex rather than a household, so the unit has to be established before any attempt is made, and unassigned parking means connecting a vehicle to a particular tenant is deliberate work rather than a casual observation. Tenancy turnover in this kind of stock is high, so a name on a filing six months old is a starting point and not an answer. One feature does help: Archer carries through traffic that was never local to begin with, so a waiting vehicle on the corridor attracts considerably less attention than it would on a residential street.
Why we are called to Justice
About Justice
The village incorporated in 1911 along Archer Avenue, a route that follows the old portage corridor between the Chicago and Des Plaines rivers and, later, the line of the Illinois and Michigan Canal. For decades it stayed very small, hemmed about by cemetery grounds, quarry land and the forest preserve of the river valley. Substantial growth came only after the Second World War, and it arrived largely as apartment and townhouse developments rather than the single-family streets that filled most of its neighbours.
We have worked across Cook County since 1991. Knowing a community — how it was laid out, how it grew, how people actually move through it — is part of how an investigation gets done properly here.
