Norwood Park is a community area of the City of Chicago rather than a separate suburb, on the far north-west side near the O'Hare corridor. It is worth being precise about that: it is city jurisdiction, city services and city courts, despite a settled, low-rise, suburban feel of bungalows and brick two-flats. A significant share of residents are city employees subject to residency requirements, which is itself frequently the point of an enquiry.
Why we are called to Norwood Park
About Norwood Park
Norwood Park was laid out in 1868 as an independent village, with curving streets unlike anything in the Chicago grid, and incorporated in 1874. It was annexed by the city in 1893. That history explains why it still looks and feels unlike the neighbourhoods around it — and why it is often mistaken for a suburb when it has been part of Chicago for well over a century.
We have worked across Cook County since 1991. Knowing a community — how it was laid out, how it grew, how people actually move through it — is part of how an investigation gets done properly here.
