Waukegan is the Lake County seat, and the courthouse is the centre of gravity for the work here. Service of process, locates, witness interviews and criminal-defence support all concentrate around county filings. The city itself runs from a lakefront harbour and former industrial land through dense older neighbourhoods to newer development inland — a wide range of housing stock, much of it rented, where establishing who actually lives at an address is the first task rather than an assumption.
Why we are called to Waukegan
About Waukegan
The site was a Potawatomi village and later a French trading post known as Little Fort, from which the city eventually took its name — Waukegan, adapted from a Potawatomi word for fort or trading place. It became the Lake County seat in 1841 and incorporated as a city in 1859. A deep-water harbour and the rail line made it an industrial and shipping centre through the twentieth century.
We have worked across Lake County since 1991. Knowing a community — how it was laid out, how it grew, how people actually move through it — is part of how an investigation gets done properly here.
